😢 The Youth Pass has ended 2023

The Youth TER Pass, launched in 2020, allowed young people aged 12 to 25 to travel unlimited on all TER trains in France during July and August, for just €29 per month. Designed to boost regional train ridership after the COVID-19 health crisis, the scheme proved a real hit, with more than 70,000 passes sold in the very first year.

Despite this success, the Youth TER Pass was not renewed from summer 2022 onwards. The regions confirmed the end of the scheme, mainly due to a lack of financial support from the State, saturated trains during the summer period and coordination difficulties between the different regional authorities. This decision marked the end of an exceptional offer that was never intended to become permanent.

Since the Pass was discontinued, several alternatives continue to encourage young people to travel. SNCF's Carte Avantage Jeune, available for €49 a year, offers up to 30% discount on TGV, Intercités and TER tickets all year round. In addition, some regions have introduced their own summer or one-off offers, such as €2 weekend tickets in Hauts-de-France or discounted weekly and monthly passes in other territories.

So even though the €29/month Youth TER Pass no longer exists since 2022, the regions and SNCF continue their efforts to offer attractive, flexible and accessible solutions for young travellers. In 2025, these alternatives remain the main options for travelling at a reduced price on the French rail network.

"We decided to go all in, because we can no longer accept being in a monopoly position", said Franck Dhersin, vice-president of the Hauts-de-France region in charge of mobility. A statement that perfectly sums up the region's determination to accelerate the opening of the TER network to competition.

Originally planned for 2030, this opening was ultimately brought forward: it officially began in 2023 and is now entering its concrete phase in January 2025. The stated aim is clear: to durably improve service quality for TER Hauts-de-France users.

To allow new rail operators to enter the market, the network is now structured into several lots, each grouping a coherent set of lines:

  • The Amiens Star: the central hub around Amiens, bringing together the lines that serve the whole of Picardy.
  • The Paris Radial Lines: a strategic set including the Paris–Beauvais, Paris–Calais, Paris–Laon, Paris–Maubeuge links, as well as the future Roissy CDG–Picardy line.
  • The Nord–Pas-de-Calais Lines: the entire former TER network in the northern part of the region, historically dense and heavily used.
  • The High-Speed TER Lines (TERGV): the regional high-speed train network running on the North's TGV infrastructure.

Why accelerate the opening to competition?

The region made this decision after several major findings and events. SNCF, the historic operator, was called to order and sanctioned by the Transport Regulatory Authority (ART). According to Franck Dhersin, SNCF was no longer keeping to the famous "3 A's promise": being Assis (seated), À l'heure (on time) and Averti (informed).

Faced with these shortcomings and pressure from users, the region chose to speed up the process in order to introduce healthy competition, encourage all operators — including SNCF — to raise their quality standards, and guarantee travellers a more reliable, more transparent and more efficient service.

In 2025, this reform is one of the most significant changes ever made in the history of TER in France, and marks a new step towards a modernised network geared to the needs of the people of Hauts-de-France.

Refund conditions for TER Hauts-de-France

Refunds for TER Hauts-de-France tickets don't work like in other regions: here, compensation mainly depends on the TER Hauts-de-France Guarantee, a scheme reserved for regular subscribers (monthly or annual).

Since January 1, 2020, subscribers can be compensated up to 20% of their subscription amount (rail portion only) if network punctuality is deemed insufficient, meaning below 87% including cancelled trains and significant delays.

To be eligible, the subscriber must:

  • have used their subscription at least 16 days in each of the two months concerned;
  • hold a monthly or annual subscription (weekly subscriptions are no longer compensated as of October 1, 2025);
  • be registered on the dedicated platform and have regularly declared the trains taken.

Compensation takes the form of a digital voucher usable for a future TER ticket or subscription, or a bank transfer for annual subscribers. Only the rail portion is refundable in the case of a multimodal subscription.

This scheme does not apply to TER coach trips, TGV, Intercités, or to regulated Île-de-France, low-income or student fare schemes.

When traveling on the TER Hauts-de-France network, you are required to have a valid ticket that matches your journey. If you are checked and issued a fine, several options exist to pay it quickly and avoid any surcharge.

Animals under 6 kg

Small pets (under 6 kg) travel free of charge, provided they are carried in a closed container (bag or carrier) with dimensions not exceeding 45 x 30 x 25 cm. The container must be placed on your lap or at your feet without blocking the aisle.

Animals over 6 kg

Large dogs are allowed on board. They must be kept on a lead, muzzled, and require a specific ticket sold at a minimum price of around €7 depending on the region. You can buy this ticket online on SNCF Connect, at the station or from the train manager.

Maximum number per passenger

Each passenger can travel with up to two animals.

Guide dogs and assistance dogs

Guide dogs for the blind or assistance dogs travel free of charge, without a ticket and without a muzzle, in accordance with national regulations.

Prohibited animals

Dogs considered dangerous (categories 1 and 2) are prohibited on board TER trains.

On the TER Hauts-de-France network, luggage is accepted free of charge provided the permitted dimensions are respected and other passengers are not inconvenienced. Each passenger can carry up to 2 suitcases and 1 piece of hand luggage.

  • Suitcases: maximum dimensions 70 × 90 × 50 cm
  • Hand luggage: maximum dimensions 40 × 30 × 15 cm
  • Special luggage: folded pushchairs, folded scooters, skis in a bag, musical instruments... (max. 90 × 130 × 50 cm)

No maximum weight is set, but you must be able to carry and handle your belongings yourself. Luggage must be stored at your feet, under your seat, in the luggage racks or in dedicated spaces, without blocking the aisles.


Travelling with a bike on board TER Hauts-de-France

Would you like to explore the region by bike? This is possible, but only under certain conditions. TER Hauts-de-France only accepts folded or dismantled bikes in a bag.

  • Folded or dismantled bikes: accepted free of charge if carried in a bag with maximum dimensions of 130 × 90 cm.
  • Booking required: you must book a bike space when purchasing your ticket. If the option does not appear, it means no availability remains.
  • Unfolded bikes: not allowed on board TER trains and not accepted on TER coaches.
  • Devices not permitted: tandems, cargo bikes, trailers, carts or tricycles.

History of the TER Hauts de France train company

Launched in 2017, TER Hauts-de-France is the regional express transport network born from the merger of the former TER Nord–Pas-de-Calais and TER Picardie networks. This unification followed the 2015 territorial reform, which combined the two former regions into a single entity: Hauts-de-France.

Since this merger, the network covers all regional rail services, offering all the routes that used to be the strength of the two former networks, including:

  • TER Lille–Paris
  • TER Paris–Calais
  • TER Lille–Armentières
  • TER Paris–Beauvais
  • … and many other routes across the region

About the TER Hauts-de-France network

The TER Hauts-de-France network today has nearly 74 commercial lines on which more than 1,200 trains run every day. A figure that shows just how important the network is for residents' daily mobility.

The former TER Picardie and TER Nord–Pas-de-Calais networks alone had 349 stations, forming one of the densest regional rail networks in France. Today, TER lines are still complemented by regional coach services as well as TGV InOui trains to efficiently cover the whole region.

Did you know?

TER Hauts-de-France trains work very similarly to TER Normandie trains, with an organization into different service categories to meet all mobility needs.

Here are the four main families of TER trains in operation:

  • TER Krono + GV: Fast, near-direct connections between Paris and the major cities of Hauts-de-France. Also known as TERGV, these are TGVs co-funded by the region to offer an express service.
  • Krono: Fast trains with very few stops, efficiently connecting the main regional cities.
  • Citi: The "metropolitan" type service. These trains run all day and make it easier to travel within major urban areas. They work similarly to the Paris RER.
  • Proxi: Local trains designed for everyday travel, particularly in rural areas or small towns in the region.
